No, that's not the way it works.
They don't put "the whole" song, but just a few seconds, a teaser. So you get a general idea of the song, no the whole song. And you can't donwload it. At least not the first day.
See for instance what Josh Groban is doing with his upcoming album. They gave the release date. Then during the following weeks they gave different "clues" about the sound of it, the concept, then the track list and then they announce they will let you hear a few second of one of the songs. Great. you have it for, say, 4 days. Then they sell it in iTunes (the whole song).
After that (and once they have a clear idea of how well/bad did the song), they will have a second teaser and follow the same structure: free short teaser X days, and then they say you will be able to buy it in iTunes in this-that date, etc. So far, in the case of Josh Groban, they did that with 3 different songs, so you can really get an idea about the sound and the feeling of the new album and it builds anticipation
And then, everytime you buy a song in iTunes, you can always use the "Complete this album" feature, that is, to buy just the rest of the songs in order to have the whole album, the day it is released. Phill Collins did something like this too, while groups as Take That or Westlife (and Josh and PHill and many others too) will also offer "teasers" with pics of the upcoming videos, again, to keep people engaged.
It's a great way to use the social networks, because they do all this in FB, Twitter, My Space, you name it! So the promotion is, at the hand of the day, in the hands of the fans
And it also gives the artists and their companies a better understanding about how good/bad the album will do. While others are "leaking" songs, these guys are actually using the net to study the market. It's great!
