Well, the song was written and first recorded in the 1980's, but we have no way of saying or knowing whether new vocals were laid recently and then new music laid after that.

I personally think that the song was originally written and recorded in the 1980's, then it was given to someone else to use, and then Michael had another crack at it for use in promotions/single/album release (or whatever) for the new concert.
