"Heaven must be wearing" is a fantastic and intended wordplay that combines "(to) wear a mask" with "wearing" (=exhausting!) and alludes to the title of the song,
BEHIND THE MASK.
The expression by the singing persona (the lyrical persona) correlates to the woman
behind the mask who is addressed by this.
"Heaven" means the wealthiness and fame that surrounds that woman. She's living in her world of glitz where everything is appealing but it's still just an illusory world nonetheless. She only pretends to be someone but the singing persona (the lyrical persona) wants to know who she really is, what person she is
behind the mask.
The singing persona (the lyrical persona) wants to say this:
It has to be pretty exhausting (="wearing") to always live like in heaven - to always have everything, to always get everything when everything is perfect and you yourself also have to pretend to be perfect by wearing a mask to fit in this sweetest place (="Heaven") and to preserve the pretense.
That's the price you have to pay for it so to say.
By wearing a mask you feign something to others, you present them a certain image, you play a roll, you do what others are expecting from you (because it's suitable to your role).
This pretense, the mask, the constant "to act as if", the fulfilling of expectations that others are demanding from you, doesn't allow you to be recognized as the real person that is
behind the mask.
And because the singing persona (the lyrical persona) wants to identify her, he's asking her to drop all pretense because after all it must be stressful to always wear that mask to simulate perfection.
