I guess it's just to create rhythm. Like MJ says 'Your ear gets tired of hearing the same thing that's why you add the bridge to the song', I think this part works as a bridge to the video, so that the end becomes stronger. You feel a rush by the end when Michael bursts out dance. In fact, you have the feeling that he BURSTS out dancing.
