Ma Ma Se, Ma Ma Sa, Ma Ma Coo Sa (?) means Makossa, A African dance that was used by a certain tribe, or maybe more than one. Manu Dibango, an african singer, named his song after Makossa and altered the word into "Ma Ma Se, Ma Ma Sa, Ma Ma Coo Sa". Michael sampled the chant from Dibango's song, it has alot more meaning than just being gibberish.
