Not necessarily. The Weeknd is definitely at his peak right now, Bieber isn't (he was in 2015/16). However, Bieber still has singles that have more longevity overall and higher peaks on the Hot 100 chart.
In 2020 The Weeknd had 6 singles on the Hot 100 chart. Blinding Lights, which was absolutely massive...and 5 others which weren't hits in the U.S.

16 on the chart.
-Smile peaked at number
8 (but didn't have longevity).
-Save Your Tears peaked at number
21 (but is growing right now after the release of the music video.)

Bieber is more of a mainstream pop artist. The Weeknd is doing more dark RnB music which isn't necessarily as commercial as Bieber's music. But I think a duet with either one of them and MJ would be a smash hit, if promoted well.
