Why HIStory isn't included in The Collection?

The Collection is doing very well now in the chart. Many new fans bought it thinking that it's a complete collection of MJ's albums! without knowing that HIStory was ignored. It's disappointing that they do not get to appreciate this masterpiece! And, I also think that all the new songs from BOTDF should be included as well, they are all so good!
So anyone knows why is it not in The Collection?

HIStory continues to be treated as a box-set, NOT an actual album, as it features a greatest hits CD + a CD with new tracks

and they have no plans for releasing CD 2 on its own
