It's not from the recording, it's from the video shoot.
There are two different versions of the WMCIG video. There's the original one from 2001 where MJ looks pretty much like he did during the MSG concerts but with a brown jacket. That's the version shown at the Bambi Awards in 2002.
However, he re-shot his segment of the recording at a later date and had it spliced into the 2003 version of the video which debuted on the RMAs. That's where this picture is from.
