What are these panels on the stage for?

This is on the Victory tour however I think they were also used on Bad tour as well. Please help if you know what they are!

I might not be correct but I think they are lights/fans because I remember watching a video of Michael standing on those panels and air was being blown from it. Here's the vid. At 1:23 is where to start and you can pause at 1:30

Wind, smoke (dry ice) and lights I would imagine.
