^^ Musicians use this technique call backmasking, it's SOMETIMES used. Other times, some folks will do it themselves through the computer, lol. The song you hear in the background is backwards for the song "Open Our Eyes", which is a gospel song that Eddie Hazel (the guitarist for Funkadelic during the early 1970s) is singing lead on. George Clinton is talking through a vocoder, he stays low until the end as you can tell.
