maybe it's a shot from triumph tour backstage?
 
It's from the Destiny tour backstage. If I remember correctly, the photo is in the book, "Before He Was King"
 
it's hard to see with that glare in the way... his hair could be short almost.

A Michael Jackson single right-hand glove worn during the Triumph Tour in 1981. This glove is a counterpart in construction to the left-hand glove worn by Jackson on stage at the Motown 25 television special in 1983. This early incarnation of Jackson’s signature glove varies in its construction from later versions; instead of hand-sewn crystals on custom-made gloves, a mesh fabric of already connected rhinestones was cut to the shape of the glove and sewn onto it. An adjustable Velcro tab on the back of the glove has black outlined rhinestones contrasting with the clear rhinestones on the back of the glove. The palm of the glove is free of embellishment. Includes a photograph of Michael Jackson wearing the glove.

That's not true. He wore that outfit multiple times during the Destiny Tour! At the New York show on November 9th 1979 and at the Inglewood show on December 17th 1979, just to name a few.

It's the exact same outfit that he wore in the Rock With You video! The Triumph tour one is actually different plus his hair looked different during that tour:
