Manual on How to Molest Children Is Legal, Cops Say

Florida Police Still Want to Know Who Is Responsible fof 170-page Book



A 170-page manual explaining step by step how to molest children which police in Orange County, Fla., believe has been circulating there for months, is not illegal. Investigators have stated that they still want to know where it came from.

"I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was," Orange County Sheriff's Office Det. Philip Graves told ABC News Orlando, Fla., affiliate WFTV.

The manual, which was apparently written by someone who calls himself "the mule," is a how-to of child molestation, even explaining where and how to find potential victims, the station reported.

"I was more amazed that someone would be as bold as to create an actual 170-page document that would detail how to do it," he said.

Among the many disturbing topics covered in the book is how to convince a victimized child not to tell his or her parents.

"People who are engaged in the exploitation of children are talking about these things, and how to avoid law enforcement," Seminole County Sheriff's Office Sgt. Dan Purcell told TV station WESH-TV in Orlando.

Deputies with the sheriff's sexual offender surveillance squad have been aware of the manual for the past six months, Graves told WFTV.

The sheriff's office received it through an e-mail listserve, he said.

"We personally haven't worked a case on it, but it has been located within our region," Graves said.

Graves told WFTV that it is not a crime in Orange County to send the manual by e-mail or to possess it, but local and federal investigators are trying to track down where the manual initially came from.

Deputies believe whoever is responsible may have committed crimes against children.

^ How is this the police's fault? They don't make the laws. Someone who punishes people on their own criteria is a vigilante; not a cop. I think asking them to be Batman is a bit much. You do it then. Go find everyone who has a copy of this manual and beat them up. It's no less your job than it is their's. I'm sure the police officers are just as disgusted about all of this as everyone else.

And yeah, this is a horrible story, but unfortunately not all that surprising.
 
It is SICK! You know what? As I said before that word "molest" or "molestation" should be a taboo, I'm sick of that word already. That should be a bad word to us now, everytime I heard that word it messes me up by thinking of 93' allegations the trial all over again and I don't want to think Michael like this. That word messes me up.

I wish I could say this is shocking but it isn't, molestation is a lot more common than people think, I myself know two people who had men attempt to molest them, (might I add that both cases were dropped too for no real reason, other than not wanting to put a child through court !!). People like this make me sick :mat::mat::mat:

No offense, but I hate arrogant comments like this. I live in Australia. My stepdad is a police officer and so is one of my bestfriends. Police officers do not WRITE the law, they just ENFORCE the law.

They do not have the power to write new ones.

This whole thing is disgusting. I was told about this by said bestfriend police officer... There SHOULD be a law against it, and perhaps they can find some kind of loop hole, or the powers that be, should change the law so that something like this can be eradicated.

Pure evil.

If the word became taboo, it would make the real victims refrain from ever speaking up when harm has been done. Making this word taboo is more harm than good.

I'm sorry that you for whatever reason think of Michael whenever this word comes up, that's unfortunate, but I hope that no one would ever think of it as taboo.... Especially when it becomes more common with disgusting books like this floating about.
 
How crazy that it's not illegal to make a manual like this.
Definetly shows that there is a need for more laws against these sort of things.
 
Since this is an online thing, a problem is that there are going to be people who have this manual and shown it to their friends just out of morbid curiosity about the content of something so horrible (especially if it's supposed to be a demented joke). For those people it's incredibly stupid to keep something like this on your computer, but rationally I can sort of see why it's not against the law to own any reading material. Charging all of them as sex offenders would follow them forever and I'm not sure that what might possibly just be a moment of stupidity on their part is worth that. I'm glad to hear that the authorities would be able to charge the orginator, though... if they ever find him.

it's hard not to feel like you do. some people are gleeful in enforcing certain laws.

i'll say this. considering what is legal or illegal, i know what is evil and not evil. there is more stuff that is evil and legal and more stuff that is joint at being illegal and good.

it's not legal to show a child some pornography, but it is legal to circulate this manual.

perhaps it should then be illegal to teach a child to read. that's how fucked up and senseless the system is. whoever makes the laws wears horns. they're not too far divorced from Sneddon.

do you notice that when something is considered legal, and you know in your heart, that that doesn't smell right, that it's never explained why it's legal? certain hidden faces make laws...just because they can. they really are into protecting the evil and harming the innocent.

There was a massive war between good and evil. Good won, but billions of ppl died in process.
We are doomed.
 
Well, hopefully they'll find the originator. It shouldn't be too hard to do to trace the e-mail back.
 
I don't know. I think it's good when in the right hands. OBVIOUSLY it will fall into the wrong hands, but so does child porn, despite its status as being extremely illegal. The book, as sick as it may be, is a good tool for basic college psychology classes, essays, POLICE/PSYCHOLOGICAL TRAINING (to HELP CATCH CRIMINALS), etc... It can be used to show how child molesters think and act, for further prevention and conviction. If we ban this book, does that mean Nabokov's Lolita is to be banned, as well? OJ Simpson's If I Did It? Dostoevsky's Crime and Punishment? These are all books that could show into the mind of the evil and have probably helped convict criminals in the past, whether alone or with expert witnesses explaining the connections.

If anything, it should be somewhat restricted, as in only for educational, research, and training use for certain fields. YES, it will still get in the wrong hands, but it would still stifle just how much it's spread.
