No, in the description the uploader says it's his attempt at imitating MJ's voice. He does a pretty good job to be fair.

Sounds like a poor attempt at imitating him. I wish people stopped this nonsense of trying to imitate his voice already. It's so annoying.

His YouTube site is full of vids of him at talent shows being an impersonator.
Raindrops was ok but some of it sounded pretty off key.
