It is not MJ’s voice, nor is it any other male voice in the ‘The Great Forever’ song.

It is just Janet’s lower register voice.

She decided to sing in that way here so as to pay homage to her brother.

It should be mentioned that Janet sang certain lyrics also in the past with such a low voice but for different reasons (like in her ‘Love Will Never Do (Without You)’ song).
 
Hey what about her singing something in the background vocals that sounds like "don't think Michael is dead, yeah!"?

I know it is not him but it sounds like him. And i couldn't find any information that says she wanted to pay homage to mike.

There is a family vocal simularity between them but... no! As much as I love Janet, she's not really a true vocalist like Michael is.. that's not throwing shade, it's just the way it is.
