Im Looking for movie :D?

Hey people

Im looking for one movie that i watched long time ago when i was little but i cant remember name ...

I think working of movie is in one complex under ground (nuclear probably ) where some terrorist taken of and want to use it for ...i don't know what xDD cant remember ...

But point is that in movie there is one like ROBOT ... man that is from rubber or plastic ...

I remember one scene at end where he is without jacket ... lots of muscle ....

I think he also had blond short hair ....

......

Beside terrorist there is one man who is trying to save situation ... im not sure if there is a girl with him ...

...
Also i remember that there are many ventilation systems ....
