Help stray dogs in Romania

For about one decade Romania have had a law that says no healthy dogs will be euthanized.(I really wish Sweden had that kind of law when it comes to cats which is our big animalproblem).They have been reworking on Romanias animal welfare law and in the proposal the decision to euthanize healthy dogs will be left to local authorities.Animal friends are afraid that the vague language can open the door for killing all Romanias stray dogs.

Romanian Animal Welfare Coalition (RAWC) representative David Newall advocates for a program that, rather than euthanize healthy dogs to control stray population, neuters dogs, educates the public, encourages adoption and keeps the streets clean of garbage.
There are to many dogs but 60% of Bucharests dogs are neutered and animalfriends are doing what they can to help.

i'd rather worry about the bigger problems (immigration, economy, war) in the good ol US of a than some dogs in romania.
