I'm not sure. The letter of authentication, and having Michael's name printed on the hat don't mean much.
There were fedoras being made to look like Michael's fedora's with the name printed in Gold, and I remember reading a disucssion on how that would affect finding the real deal -->

Two other things, it seems they started to sign, stopped, nearly cut it off and then signed in full elsewhere. I don't know why Michael would do that - even if his signature wasn't coming out neatly, it's highly unlikely he'd do that. On the other hand, a forger might if he thought the initial signature wasn't looking real enough.
If this was signed for one person, would Michael address that one person as 'all'? Michael did that when there was a crowd, and he'd sign paper, napkins, pillows, etc., with messages to the crowd and throw it out to them.
Lastly, the white fedoras are rarer. He didn't wear them outside of performances. The seller says it's from 2009, which adds to the doubt. Michael was not seen publicly wearing a white fedora that year. He wore one for the Smooth Criminal filming, but I don't think he gave that away.These coupled with the fact fake hats were made, signature and all, the hat is most likely not his. Then there is a good the signature is forged too...
