Hey. I was told Akon has performed "Wanna Be Startin' Somethin' 2008" in Albania. Does he have permission from MJ to do this?

people do covers and performances

An act doesn't have to get permission to perform a song in concert, only to record it as a remake or to release the live version on an album or DVD/videotape. If performers had to get permission, cover bands that play in a bar or club would go out of business, lol.
 
As long as he doesn't show up in London to perform it - I don't care.

MJ or his publishing company would have to take care of that, as Manu Dibango's name was never added to the writing credits. People that cover or sample the song would be unaware of the chant's writer because he isn't listed.
