Yes, that is true. He planed to tour Australia and North America in 1994 but all concerts were cancelled. I don't think that he would change the setlist so much though. I don't think that that is true.

Anyhow, I also think that this all amounts to speculation and wishful thinking. This was the first time I had heard of it, although I did hear about more extensive Dangerous tour rehearsals (Morphine etc.), beyond the pre-tour rehearsal.
