Can someone please tell me when/where this picture is from?

I stumbled across this picture on a news article a few minutes ago & was wondering where it was from. I don't recall seeing it anywhere ever before and was wondering if it was photoshopped a little (mainly the neck part). Can somebody please tell me when & where it was taken and also give me the link to a full shot of the picture, if possible?
It concerns me a bit because Mike looks so tired & drained in it

I always believed that this picture was changed in photoshop to make Michael look bad.
