BAD Tour live in Wembly 1988 was to be released on VHS?

Someone posted a comment on youtube saying that Michael had planned to release the Wembly show of the Bad tour on VHS but for some reason the idea was scrapped. Is there any truth to this and if there is any truth to it does anyone know why the idea was scrapped?
