It certainly is BAD , i think he was doing that part we all have heard in Austria in 1988. Reworked in 91 with probably the same BAD vocals but the lighter parts on "what about us " .I think it's fair to say that between Bad and Dangerous, Bad has so many great outtakes, but Dangerous outtakes were so good that MJ just had to use them.
But it's really up in the air. Especially when you have to decide if songs like Earth Song is a bad outtake or a Dangerous outtakes? (it's basically Bad)
